Attendance:  Brian Moser, Hubert Crowell, Jack Marsh, Bob Davis, Ken Gardner (Selectman’s Representative), Rick Horton, Elisha Jackson, Ted Ryll, Harvey Sieran, and Kevan Whippie (School Board Representative).  Absent:  Kathy Hebert

7:00 PM Meeting called to order

Discussion on budget year and goals.  J. Marsh made a motion for budget meetings to run for only two hours (7 to 9 pm).  Seconded by H. Sieran.  All in favor, motion carries. 

Lengthy discussion on the town and school budgets.  K. Gardner said he would request all of the documents that the board asked for and let them know as soon as possible.

After much discussion, K. Whippie agreed to ask the school for the end of month statements for April, May, and June.

J. Marsh made a motion to adjourn, second by H. Sieran.  All in favor, motion carries.   8:15 pm.

Budget Committee Meeting 

November 15, 2011

Members Present:  Jack Marsh, Hubie Crowell (Vice Chairman), Ted Ryll, Harvey Sieran, Brian Moser (Chairman), Elisha Jackson, Bob Davis, Kevan Whippie (School Board Rep), Kathy Hebert, Ken Gardner (Selectmen Rep), Rikki Bolewski (Secretary)

Others Present:  Joan Morel, Roberta Fraser (Selectman)

Meeting called to order at 7:00pm

Kevan makes a motion to accept the minutes from the November 8^th and November 10^th meetings, Jack seconds.

Motion carries 9-0

Cemetery:

            It is explained that there is an increase in the labor line because there is a substantial amount of work that needs to be done that hasn’t routinely been done

            There is also a lot of damage that has been sustained through the storms as well as damage to a fence due to an accident – it was reported to the police, but no claim has been filed as of yet – it is being looked into.

            They are putting all of the cemetery records into the computer – they will also be available at the Town Hall when this is completed

            Brian questions whether the Evergreen Trust is part of the budget or if it is on top of the budget - Roberta checks into – it is on top of the budget

            Question as to where the Trust money is being spent and if there are any specific restrictions as to what it can and can’t be spent on

            After more discussion, Jack makes a motion to table the discussion until they get more information, Harvey seconds

            Motion carries 10-0

Town Beach:

            There is a corrected Town Beach proposed budget for $20,520 due to a new position that was put into building and ground maintenance.  The new position is for a Beach Supervisor and the wage package would be for $5,520 and would run from May –September.

            Discussion regarding the proposed budget and the new position

            Brian makes a motion to level fund at $17,200, Ted seconds

            Motion carries 7-2 with 1 abstention

Conant Library:

            Harvey recuses himself due to the fact that he is on the Conant Library board

            Discussion regarding budget,

            Would like to take less out of the Edith Adkins Trust to offset funds

            Continued discussion regarding budget, Trusts and how they want to use funds

            Kevan makes a motion to approve $75,655, Ken seconds

            Motion fails 3-6

 

Discussion continues

            Bob makes a motion to level fund at $58,800, Ted seconds

            Motion carries 5-4

Bob makes a motion to adjourn,Jack seconds

Motion carries 9-1

Selectmen Attempting To Divide the Town

Below are the minutes of the Selectman's Meeting held November 9th. Included  verbatim in these minutes are three letters, two to the board itself and one titled to "whom it may concern". Seems our select board has suddenly adopted the policy to include letters to the board by town employees voicing complaints they have against anyone they don't agree with but not one complaint by the general public has ever been published for all to see. Really shows the bias and prejudice of our selectboard and town administrator in their attempts to discredit people they do not necessarily agree with or like. They previously attempted to crucify Kim Gordon by doing this although according to them and the law she did nothing wrong and now it's members of the Budget Committee and another member of the Historical District Commission they are out to smear. They obviously have an agenda to slander and libel anyone who is willing to stand up to their bullying and attempt to discredit anyone that doesn't go along with what they want. It has never been more obvious as to what has become an "us against them" attitude from our public officials. It is time for them to all step down for the good of the community.

New store for downtown Marlborough?

Marlborough project similar to developer’s plans in Winchester


MARLBOROUGH — The company behind a controversial development in Winchester is now proposing a similar project for Marlborough’s Main Street.
The Zaremba Group of Cleveland has proposed building a 9,100-square-foot building to house a Dollar General store at 82 Main St. in place of a 150-year-old farmhouse.
That home is owned by William and Theresa Thomas, who have lived there for 60 years. It sits just east of downtown near the intersection of Main and Canada streets on a large lot.
William Thomas said a company working with Zaremba approached him in the spring of 2010 about buying the property and has since done extensive surveying of the land.
It’s an old home in need of many repairs, and the company made him a fair offer, said William Thomas.
The development would include a parking lot, bringing the total project size to 31,680 square feet, according to the company’s application. The zoning board requires a special exception for any project that exceeds 10,000 square feet total.
Zaremba submitted its application with the town’s zoning board earlier this month. The board, along with the town’s planning board, will hold a joint public hearing Wednesday, Dec. 7, on the project.
Zaremba officials could not be reached for comment.
The current single-family home is about 2,800 square feet and has an attached barn, according to William Thomas.
Zaremba has also proposed tearing down a 200-year-old house at 71 Main St. in Winchester’s historic district to build a Dollar General, which has generated debate among residents and town officials.
Opponents say the building has historic value, while the owners say they cannot afford the cost of repairs to the home. The project in Marlborough could face an easier approval process because the site is not within a historic district.
Last month, Winchester’s zoning board unanimously ruled the house can be demolished, but only after plans for the new building are approved by the town’s historic commission.
Winchester’s historic commission this summer denied Zaremba’s application, only to be overturned by the zoning board. A group of five property owners is now asking the zoning board to reconsider its decision to allow the demolition.
The nearest Dollar General is in Brattleboro on Route 9.
The company is being represented locally for both projects by attorney Silas Little of Peterborough.
