Department Budgets for Fiscal Year 2009 - 2010
We have published 99% of the new budget figures proposed by the Board of Selectmen and approved by the Budget Committee on our main web site. As more information becomes available and verified, we will update the figures. While some departments did see a small decrease, mostly because some bonuses were cut, once again most saw increases, despite the fact that we are in a deep recession and people are losing their jobs, their homes and are struggling just to put food on the table. It's a disgrace that our town's elected officials can't find some common sense and some fiscal responsibility and think of those who rely on their prudence.

Thanks for the info. In other towns , the school parking lot is plowed, salt, sand, by the hwy dept. In other towns the water dept has a work truck and a cheep vehicle to go around and read meters.In other towns help doesn't get to leave work site and still go home for lunch. In other towns you don't get extra police cars for detail work. In other towns half the employees are not late to work daley.You get the idea, the people at the top are not going to change a thing, its up to us. Just talk to anyone who works for another town, they want to quit and apply in winchester, as i was told Dale Gray said when he looked into enployment in Warwick Ma, Going back to winchester, my little golden goose. He knew what he was talking about in this case.
What the h#ll is wrong with these fools don't they have any lick of sense at all. They should be squeezing every damn penny they can out of that over inflated budget and stop putting it on us to bear the pain and suffering of going without. Damn fools need a good slap to the head to jar them back into the real world. Just where do they think us folks on fixed incomes are going to keep coming up with the extra money to keep paying for this group and their inlaws. I'm sickened by what I see coming for next year, this has got to stop now and if it's possible roll back an awful lot of this spending. There are many things these fools can go without like we have had to do.
You can put my wife and I in that disgusted column too! We can't believe that these people continue to add to our problems by not paying heed to other towns and the whole country for that matter. Things are really tough for all of us and it's only going to get worse before we see any real difference. To continue adding to everyone's problems is shameful and if this group thinks we'll vote for any of them ever again, all I can say is, dream on.
This is humiliating and disgraceful. I hope that some of their capital reserve money is set aside for some new "House For Sale" signs because that is all they are going to accomplish at this rate. Driving more and more of the people out of town that really don't want to leave. Good thing for them that there is no bail out package for honest hard working people. They should try and remember that they were once towns people like us and struggled to try and stay afloat. I hope they all need help to sleep at night!
This use of the unreserved fund was discussed at the last BOS meeting and because there was so much department overspending,coupled with the raises and bonuses they gave out, John Gomarlo's comp pay and the cola raise they had to cover, plus the unnecessary money they spent paving and chip sealing several roads that could have gotten by for another year or two with just pot holes being filled; there wasn't sufficient funds left over in their eyes. So instead of helping everyone get through tough times, they just added to our problems. Wasn't it nice of them to think of us first, NOT.
" Discussion then turns to the actual setting of the tax rate and whether or not to use any of the unreserved fund balance to reduce taxation. The unreserved fund balance is only $389,497.00. The DRA’s minimum recommended retainage amount is 5% or $486,120.00. The Board discusses this and decides not to use the unreserved fund balance to reduce taxation this year because of the low balance in the fund."
rumor has it they held onto this money to purchase new blinders and ear plugs and the new edition of '101 excuses' to use at the town meetings from now on. the more you think about it the more disgusting it becomes. while other town's tax rates increased (though no where near our rate )it was mostly because of the county and the schools, they all cut back on town spending except you know who.
It is not the intent of this web site to cause due harm to any town employee or elected official, or to cause any displeasure and uneasiness or discomfort about their position, job title, or life style, or to make an employee cry; it is not our goal. We are not out to replace anyone's job. I think we speak for the tax payers who want them to stop their arrogance and this mind-set that we owe them a living. Our goals are to inform the citizens of town and to remind certain town employees who are employed with the Town of Winchester that they work for the tax payers, we do not work for you. We'd like to see them stop this crap of making the town's people jump through hoops every time they are approached, yet bend over backwards to help certain outsiders over develop our town.

I've spoken with people in several other towns that work in town government and they all could not believe what we are paying in property tax here in Winchester. When I spoke of our town employees costing us over a million dollars in salaries and benifits, they all said the same thing, "We are being robbed", and I agree. There can be no justification for spending this kind of money on our town employees and then giving raises and bonuses to some on top of this. I have written to our State Attorney General's office and filed a complaint.

The acceptance speeches by the governors of NH and VT were one of worry and change.The governor of VT said its time to change the way we do business, and he intends to do just that. The governor of NH was a little more, we have a problem, lets all get together and fix it.In Winchester it appears to be business as usual, time for a change folks.
