Despite sending a resounding message that Winchester's residents do not want any type of facilities designed to process, recycle, treat and transport solid waste, refuse and putrescible materials as defined by RSA’s in our town; article #40 of this year's warrants, which by the way was not recommended by the Planning Board, Triple T Trucking, knowing full well the results is still going ahead and attempting an end run around the voters to get their facility built in town.
The following letter was sent out certified mail to all abutters of this property. You can bet your last dollar that our Zoning and Planning Boards will be handing out waivers like candy at Christmas and this project will be approved unless every voter in Winchester goes to the upcoming meetings and voices their disapproval; though even that may not deter them from rubber stamping this application as their track record would indicate. Looks like this could turn into another expensive lawsuit for the people of Winchester.

RE: Triple T Materials Recovery Facility
Winchester, New Hampshire
S&A #: 08-002
Dear Abutters ( name and address removed for privacy )
In accordance with the New Hampshire Comprehensive Shoreland Protection Act (RSA 483-B), we are notifying you of a project that proposes improvements within 250’ of a protected resource, the Ashuelot River. Certified mail notification to the Town of Winchester, the Ashuelot River Local Advisory Committed and all abutters within ¼ mile of the proposed improvements is required when a Shoreland Protection Permit application is going to be submitted.
The proposed project is located on Route 119 in Winchester, across from the Old Ashuelot Road/Route 119 intersection. Refer to the attached USGS map showing the location of the project parcels and the approximate limits of work on those parcels.
N&M Winchester Properties had originally proposed a Materials Recovery Facility for the site which would take a waste product (organic wastes) and convert it into a saleable commodity (compost). However, local zoning changes would be required for such a facility and these changes are being pursued by the property owner. However, the parcel may be used for other industrial purposes in a small industrial park. As the varying uses on the project site do not alter the proposed work within the Shoreland Protection area, we are proceeding with permitting for the Shoreland Protection Act.
Portions of the project within the 250’ Shoreland Protection Area are generally limited to access roads, utilities, stormwater management systems, and the removal of existing houses and their associated driveways and utilities. No industrial uses will be located within the 250’ zone.
Once certified mail receipts have been received for all parties, a complete copy of the application will be sent to the Winchester Town Clerk, Ashuelot River Local Advisory Committee (ARLAC), and New Hampshire Department of Environmental Services.
Sincerely,
Kathleen D. Williams, P.E.
Project Manager

You can bet that Margaret Sharra is up to her neck in this crap. Just goes to show how little regard those at town hall have for the rest of us. You know damn well Triple T would not be spending this money if they weren't assured of a favorable result.
This letter is VERY confusing and hard to understand what the intent is, but one would have to assume that perhaps they are no longer pursuing a dump, but a commercial industrial park?
Has anyone heard? What is being said in the rumor mill?
People we still have the power of the voting booth. Be advised that no one likes the word "NO". Sometimes it takes a 2x10 to get them to understand that we (the townspeople) mean "NO". In ten months we can vote Margaret out of office and this garbage will stop!
The Sentinell had a notice from the Town of Winchester's Planning Board that there will be a hearing regarding Triple T's (N&M) designs for this property on Monday, May 18 at 7:00 PM! It also said that there are plans that can be reviewed at the Town Hall.
Let's see how big of a showing we can get at this meeting!
It's the same folks using a different name for their project to get it passed. Wanna bet what the first business will be in this industrial park?
And just what businesses are going to come to Winchester? High taxes, no services and a sewer plant that's defunct. Also if they have done their homework and read the local paper they know that the workforce in this area is uneducated or so says the Keene Sentinel. Not exactly the type of place to put your hopes in a new business. Winchester has become nothing more than an over taxed dying town with a real bad reputation and poorly educated children. It's sad when the only bright spot that people talk about is a 'Pickle Festival' .. this from someone on the outside looking in. You people really do need to wake up and smell the coffee.
Some day the people of the town offices will learn that the people are not as dum asa they think. We as a town with all of the people have to get involed in all that is going on in this town as the richer ones are going to keep trying to stuff all these land fills and housing progects down ours throts lets stop this,we all need to get together and make all of our voices heared once and for all. So lets all get together and put the town of Winchester in its place they are to work for us not for themselfs by putting cash in the back with no regaurds to us. WE have to stop this now its gone on way to long.every one needs to go to the meetings and be heard and help the ones that have tryed to do the right thing for the town.
Eveyone needs to help us as we are trying to make the town a nice place to live and in hopes that we can make it a place you are prude to say you live here. For God sake us your heads and help make this happen not just for us but our children
