More Sobering Information about the WPD "And The Band Played On" as the Titanic Continued To Sink.....

  • Many people have been duped by Gary Phillips and Chris Roberts.
  • Many people have been implicated in wrongdoing by Gary Phillips and Chris Roberts.
  • Gary Phillips, with the help of Chris Roberts, together set out on a path in an attempt to destroy the careers of at least TWO police officers in Cheshire County, Dan Reppucci and Warren Breau.

    Gary Phillips has a history of eliminating those that know the rules are being broken, at the same he rewards those who know that the rules are being violated and who do make waves about it. He does this by looking away and doing nothing.

Chief Phillips - we have a couple of questions to ask, as you have left us somewhat confused......If you left Jaffrey PD for personal reasons and of your own free will, as you state in this article, why then did you need an attorney, as you state in this article? Also, why did you just quit your job, as you state in this article, without having another job lined up, as you state in this article? Did you really leave of your own free will or is there somthing you haven't told us yet?

Here are questions that have been asked of Gary Phillips by the AG’s office.








These logs are just a couple of logs provided to the Winchester Informer that are from the WPD.

Without looking at anything else on the first log turned in by Chief Phillips, he states “To Keene Prosecutors Office” – how did he do that when he only put 12 miles on the cruiser during his shift that day? It’s not possible for this log to be accurate. Something on this log is not true. What part Chief Phillips is not accurate?

Sloppy record keeping or something to hide?

We have checked the logs prior to and after the time stated on Gary Phillips log and they do substantiate the mileage that Gary Phillips shows he drove this vehicle is accurate.

So again Chief Phillips how is that possible?

The second log filled out by Officer Meecham, who was being FTO’d by Nate Jette, who was responsible for his training at that time, turned in a log that did not have any ending mileage and no total miles filled out.

Is this the proper training of a new police officer by his Field Training Officer?

Shouldn’t a new officer be trained to fill out his paperwork completely and accurately?

Shouldn't the Chief or Lt. expect paperwork be filled out completely and properly or are the taxpayers asking for too much?

And what is the NEW Lieutenant, Chris Roberts, for all his new found wealth and glory doing for his paycheck?

How does Chris Roberts let this kind of sloppy workmanship go unattended? How does Chris Roberts, whose primary role is oversight of the patrol officers, not see this as a problem?

Why does Chris Roberts cover up mistakes rather than correct the problem? Oh, he does act like Gary Phillips doesn’t he?

How did Chris Roberts let these logs go out to the public without any scrutiny for accuracy?

WHY WERE YOU DEMOTED IN HINSDALE CHRIS ROBERTS? WHY WERE YOU FIRED?

What else in this department is untrue, inaccurate, undocumented or unmentioned?

How much evidence has been mishandled? How much evidence has not been handled properly? How much paperwork has been fraudulently submitted under this regime?

There are serious INTEGRITY issues here and they have become blatantly obvious and they are substantiated. These are not isolated incidences but patterns of behavior.

Looking from the outside in it appears that at least three members of the WPD potentially have some serious issues with not telling the truth. I would think that would make it not possible for them to testify in court because they have a pattern of deception. I wouldn't want somebody testifying that I did something when they can't be trusted to tell the truth.
I wonder if the courts and attorneys know this and what can be done to make sure somebody doesn't get in trouble for something they didn't do?

And where or where were the selectmen? Time and again they supported this guy and would listen to no one when they had a valid complaint or a valid concern.

I heard Phil Bantz of the The Keene Sentinel has been called and emailed numerous times by different people about different things and would not give anyone the time of day.

He apparently wasn't independant enough in his thinking to contact anyone to find out if there was even a possibility of truth to any of this.

People better beware - Chris Roberts proposed a simple solution for getting rid of the drugs in the WPD evidence room. He told the Sergeant that when he has his big barn fire at his house that they can burn the drugs in the barn fire, like he used to do with the drugs in Hinsdale. Fortunately, the Sergeant in Winchester new better. If you think this isn't true, you know who to ask. I hear they made Roberts the evidence officer.

Gary Phillips to this day takes no responsibility for any of his actions. He has been telling people that he has done nothing wrong and continues to tell people he has done nothing wrong. He has been quoted in the newspaper saying he has done nothing wrong and here we have proof on this blog with documents that he lied about what he knew. He has lied and can't be trusted and the only way to topple his corrupt regime is for the selectmen to insist on his removal. He has cost this town far too much already, we can’t afford any more, we don't want anymore. The longer you selectmen wait the worse it’s going to be. What are you waiting for? He has to go, what more proof do you need?

Roberts has a cushy schedule, coming in early in the morning when nothing's going on and leaving early in the afternoon so he can be home for his kids. What does he have to do during those hours? Not very much. He can avoid the public that way too.

A couple of people have mentioned they were wondering since Dan Reppucci and Warren Breau are no longer with the Police Dept does that have any effect on the AG’s investigation? The answer is NO. These acts were committed while both were still employees and this is the equivalent of finding out about crime being committed after the fact. At the time these letters were written and the bank was contacted both were very much employed at the WPD and both were very much OFFICERS of the Association. When Chris Roberts wrote that misleading letter to the BOS on July 7, 2009 Dan Reppucci was an officer of the WPD and was not on administration leave. In fact he was in good standing.

Hey Chief Phillips...here is some advice you have "dished out" to Gene Park, and in the past to Dan Reppucci and Warren Breau but for some reason you chose to not practice and somehow cannot follow. Shut your mouth; watch what you say, and who you say it to. Do you really think and believe Brian Jordan is the sole person who is writing all these blogs? If you believe this, you are a not as smart as you try to lead people to believe. Stand up and admit your department's top three officers are the embarrassing talk of the county. You were able to fool the citizens of Jaffrey until a few smart people caught onto your game. And to save face you abruptly quit as Chief of Police, not as a Detective, not as a Sergeant, not as a Lieutenant and certainly not for greener pastures, but as a Chief of Police and without notice to boot. If you have nothing to hide, disclose any and all information as to why you really left Jaffrey. Oh, and by the way, when you asked the three Chiefs from Dublin, Peterborough and Fitzwilliam to sit on the Lieutenant Oral Board for Reppucci & Roberts, did you tell them about Roberts insulting remark to a local business manager and that he was the subject of an internal investigation? You can rest assured if they were privy to this information they would not have been part of your dog & pony show. Chief Phillips, a question posed to you... is it true you are using Hunter North Associates to follow Brian Jordan and others in an attempt to gain information? Think long and hard about this question before you quickly tell people is it nothing but (to quote what you said) "he said, she said" and a few disgruntled employees". According to the Gary Phillips WPD policies that he always brags about creating, Chris Roberts wasn't even eligible to compete for the Lieutenant’s position because he was on still probation from the promotion that made him Sgt in Sept 2008. It clearly states in the WPD manual that there is a 1year probation every time someone is promoted.

That makes sense, why would you just willy nilly promote people that haven’t yet proved themselves to be able to take on the responsibility in a position they were recently promoted to before promoting them to another? And Phillips promoted someone with a background of such questionable deeds?

Let’s see

Roberts – demoted in Hinsdale
Roberts – fired from Hinsdale – Roberts did you disclose that?
Roberts – Hired in Winchester making more $$$$ than the position he was hired for pays
Roberts – Promoted 6 months later
Roberts – Promoted 9 months later – against the WPD policy and under investigation at that????

Something doesn’t look right Mr. Phillips – come clean and tell us your story so we may decide for ourselves.

It’s easy for some to believe the BS they are fed when they can’t look past their own noses. For clarification purposes only.

FACTS:

Dan R filed a lawsuit against the town. He got fired for bringing to Gary Phillips attention problems going on in the WPD. Dan was a threat to Phillips & his regime. Dan didn’t get fired for leaking info, as Phillips states. There isn’t a date, name or place mentioned in his letter. At best a reader could only guess what was going on.

What was exposed was an opinion of Phillips inability to lead & inability to follow through on his own policies.

It’s about a chaotic & hostile work environment created by Phillips & his denial of that fact, just as he denies it today & continues to say it’s just a couple of malcontents.

Phillips created a nonsensical story of Dan stealing back his letter & releasing confidential info. It could be argued Dan was releasing personnel information but that information would have been about Phillips, his lack of control & his lack of concern for the members of the WPD & the public.

Phillips decided to have a formal investigation conducted by the Sheriff’s Dept, for the purpose of neutrality & that investigation didn’t follow his own policies.

Phillips accused Dan of not cooperating in an investigation & refusing to answer questions. Contrary to the story being told, Phillips was told through Dan’s attorney that he was more than willing to cooperate & to schedule a time & place for the investigation to continue. Phillips never told the Sheriff’s dept. about this detail. Why not? They were led to believe Dan refused to cooperate. A way for Phillips to discredit Dan, right in front of the entire county & for stealing & lying?

Phillips didn’t want the Sheriff’s dept involved any more because they would have been on to him. Instead Phillips conducted his own lame investigation with the help of Chris Roberts. Among other things Roberts finds Dan emailed to his email account at his “HOME ADDRESS” emails.

Dan was a supervisor & often did work at home & had been for years & Phillips knew that. Perhaps if Roberts had been able to supervise people in Hinsdale he would have known supervisors often do work at home.

Being vigilant in getting to the truth is ever so important in todays day and age.

Recently, Roberts was assigned the task, by Phillips, of investigating Nate Jette after a complaint was made by a police officer that Jette tampered with evidence.

Roberts found nothing irregular.

At least two other officers see things differently, neither are working for WPD anymore. Could it be proved that evidence was tampered with?

He has been with the WPD for less than a year? How does Chief Phillips allowing this get justified?

Isn't a "ONE YEAR" probationary period spelled out for a reason?

The only thing consistent with you is your inconsistency.

You are an embarrassment to the hard working and ethical people who work in law enforcement.

You made a mess of the WPD, why don't you do us all a favor and do what you did in Jaffrey and leave?

If a Rite Aid employee uses fraud to obtain property they are fired and prosecuted. If an employee from Kulick's uses fraudulent means to obtain propety which does not belong to them, they will most likely get fired and arrested. If an employee from TD Bank obtains money through fradulent and deceptive practices they will get fired and prosecuted. Why would anyone expect phillips, Roberts ot jette to be exampt and aboce the law when there is clear and convincing evidenct of wrong doing on their part. As far as Phillips or anyone else loosing their pension, oh well they would not be the first to lose their pension nor will they be the last.

Dan Reppucci was fired because he disclosed information to a civilian. What did he disclose? Was it information pertaining to an ongoing investigation? No. Was it information pertaining to an internal investigation? No. Was it information of a highly sensitive and embarrassing nature? No. What Dan Reppucci did was to file a grievance letter to Gary Phillips outlining why he felt Chris Robert’s was not qualified to be Lieutenant and information allegedly was “leaked to a civilian”.
How interesting. Reppucci gets fired for “leaking” information to a civilian. Chris Roberts gets “caught” driving an uninspected police vehicle and submits a deceptive donation letter to the BOS duping them into accepting a conference table. Does he get fired or reprimanded? No. He get’s promoted. Jette admits to taking a bike, washer fluid and destroying evidence without telling a supervisor or documenting the destruction of that evidence, follows a female for several miles in his personal vehicle with his son in the passenger’s seat to her residence only to tell her she committed a traffic violation. Certainly if this woman’s driving was so egregious Jette would have obtained a warrant and arrested her especially since the violation happened in his presence in Richmond where has jurisdiction and powers of arrest. Does he get fired? No. He gets promoted to Master Patrolman and sent to several schools. Phillips violates his own off duty employment and worse yet he was aware of his officer’s performance and failed to take appropriate disciplinary measures towards Jette and Roberts. Does Phillips get reprimanded? No. He gets a new cruiser and a bonus for his officers.
I ask you folks, did Reppucci commit egregious infractions that equate to that of what Phillips, Roberts and Jette committed? No he did not. I also ask you folks, which officer’s actions warrant termination? If Reppucci was terminated for releasing information about three officers to a civilian why wasn’t Chief Phillips terminated for releasing internal investigation information to Brian Jordan who is also a civilian?
These issues are not based on speculation or a byproduct of small town gossip. It is information admitted to by officers and confirmed by written policy and various letters. This is clearly a double standard method of managing which is buying the silence and false loyalty of corrupt police officers.
Many larger cities have Citizen’s Review Board that oversees the practices of their government. Maybe Winchester should establish their own Citizen’s Review Committee to curtail its corruption and mismanagement from within.

Gary Phillips along with Chris Roberts deceived a bank and had that bank change account information. They gave the bank an official looking letter and used their jobs as police officers into misleading and intimidating bank employees - it was misuse of power - plain and simple. That is 1.) illegal and disgusting to even do 2.) against the bylaws so they knew what they were doing was wrong there too. What's worse is they deceived the bank 2 times. When it didn't work the first time they went back and polished up a letter to make it look more official because they didn't get it right the first time. In the second letter they write how they had a vote. Another lie according to the memo Roberts writes. In the memo Roberts says they need to vote on a couple of issues and they do this openly? Lets see, by the time all this was going on, 1 very good officer has already been put on the chopping block by these bozo's, another was on the way and they knew full well that anyone would be too afraid of their job to not vote for the Chief to be acting treasurer. What is he even meddling with a police association for? If he wants to get involved with something he should have gotten involved with the one for police chiefs. When you intimidate everyone into signing the blasted thing do you really think that what you do is legitimate? It's supposed to be a secret ballot for a reason - so people can vote their mind and not be bullied. Get rid of these people before you lose anymore than you have. Your police department is in denial about what’s going on. They are corrupt through and through and the talk of the county because of it. This is everyones problem, a community problem. Pressuring for their removal will be doing something positive for the community.

Just to keep the record straight, Dan Reppucci only had access to his emails that were sent to HIS email account and no one elses. All email accounts were password protected by the individual owners.

ALL Email accounts were accessible to ALL officers from outside the police dept as this was not an internal email system but a web based email system.

All officers were able to "send" their work back and forth from home and the office by using their email accounts and they did.

Completing reports and other assignments or brushing up on information in a report before court appearances would be an example of this.

Also, Dan was the computer administrator and had access to all the files at the police dept and never abused that position.

Several months back the "Big 3" were running around telling people they were cleaning house and had to get rid of some problems in the department and Reppucci and Breau were the problems.

It looks more like they were trying to cover their tracks and were either exposed or about to get exposed and needed to get both of them out of there fast.

How many moving violation tickets has Chris Roberts gone to court over? I personally know that ever time he goes to court for a moving violation, instead of having a trial he places it on file instead.

Why is that?

So anybody out there who gets stopped by Roberts just tell him you’re gonna fight it in court and he’ll put it on file.

Why is he afraid to go to trial? Is there an integrity issue? Is he afraid to get caught in a lie?

Why Roberts don’t you like being in court? Afraid that the tables might turn and you end up on the receiving end?

10/15 Keene Sentinel Not Accurte?

State probe clears Winchester police by Sarah Palermo

Interestingly there is an article about the police department in today’s Keene Sentinel. The headline reads “State probe clears Winchester police”. Like many articles that come out of the Sentinel this too is biased and inaccurate.

I don’t see anywhere that it states the Attorney General’s office “cleared” anybody of any wrongdoing except in the determination made by Sentinel reporter Sarah Palermo. In fact all Attorney Generals office states is that the claims don’t warrant a criminal investigation and that the things they investigated, which they do not tell us what they are or who they spoke to, don’t rise to the level of criminal charges. They don’t say a thing about them not being criminal – perhaps they don’t have enough evidence and they don’t say anything about things not being wrong.

So the Sentinel basically wrote a story based on either there version of things or perhaps they got the scoop from the WPD personnel who are doing everything in their power to deflect the truth. The AG’s office and the Sentinel don’t live with these people nor have they worked with them, so unless they want to do a real investigation they should keep their opinions to themselves, else they will look just as foolish as the cops in the Winchester police Dept. The following is from the Keene Sentinel article. Did the Sentinel report this news accurately?

Late last month, officials determined the claims do not warrant a criminal investigation, according to Assistant Attorney General James T. Boffetti, who works in the criminal bureau.

The office investigated complaints from at least two people, but none will lead to criminal charges, he said.

Investigators interviewed “many individuals involved directly or indirectly with the issues,” Boffetti said.

“Our task is to look to see if there is anything that rises to the level of criminal charges ... I don’t anticipate (the criminal bureau) taking any further action,” he said.

As far as which accusations his office investigated, and who was interviewed, Boffetti would not say.

To Reporter Paleremo, no wait, let's get it right, its Palermo. See how easy it is to screw something up? Get the message Keene Sentinel? Get your facts straight.

For starters Reporter Polermo, do you really know what the AG's office was investigating? Did they tell you what they were investigating? Jugding by your article they did not and you don't know.

Assistant AG Bofetti himself said “Our task is to look to see if there is anything that rises to the level of criminal charges ... I don’t anticipate (the criminal bureau) taking any further action,” he said.

He does not anticipate any further action. Even to the lay person, this statement does not clear anyone of any wrong doing. Can you see this Reporter Palermo? Or do you need diagram? Get your facts straight and quote it correctly or don't report anything at all. You assumed WPD was cleared of any wrong doing and assuming is something any first year journalism student would know not to do.

It is a fact the AG's office did not talk to Paul Mccomb who was told by Jette he took the bike.
Why didn't the AG's office talk to Mr.McComb? Did you talk to Paul McComb or did you rely on what your friend Gary Phillip's told you.

What more do you want to establish WPD is a faulty police department? Factual policies and documents were posted on this blog and if you feel they are not accurate, do your home work and prove otherwise. If you,your counterpart Bantz or your editor cannot report accurate news or conduct a proper investigation we would be best served if your trio wrote for a kids magazine where the audience can be dazzeled with BS "mumbo jumbo" and half truths.(thats giving you the benefit of the doubt) instead of brilliance. Do your job, do it right, or don't do it at all!!!

The Keene Sentinel needs to be cognizant of their audience for many of them are smart, intelligent, articulate people who are tired of being treated otherwise.

This is typical of the Sentinel and it's reporting staff. You really did not think that this reporter would actually bring to light that there are other things still being investigated, did you now? They evidently feel if they give a slanted report they'll keep on the good side of whomever they are writing about and still inform the public. Trouble is that's not actual journalism, it's supposition and a complete substitute for the truth.
Just like Phil Bantz's front page attack on this website earlier when he accused this website of going after the chief of police and the department as a whole, when in actuality, all these people posted was a letter by Brian Jordan at his request. Once again showing just how slanted and pro police this paper and it's reporting staff are. Too bad the newspaper isn't interested in ALL THE FACTS.

The problem with the Sentinel as with most small town papers is the talent and shall we say gumption, for lack of a better word, of the staff doing these investigations. First thing they do is call the party being investigated or complained about, get their side of the story and then put in a line or two from someone outside of the party being investigated. As in this case an assistant in the AG's office; not the actual investigator to get all of the pertinent information to write a complete and accurate report. Nor did they contact someone like, Dan Rapucci or Warren Breau for their comments or anyone else who possibly had inside information on this whole affair. Their only goal is nothing more than selling newspapers and if sensationalizing a headline sells a few more copies and they don't offend anyone in the process then they have attained their goal. It's too bad the complete story and the real news gets left behind.

We stopped buying the paper long ago for it's slanted opinions and biased reporting and have been buying the Union Leader instead. The editors of the Sentinel have censored enough news over the years and have lost many customers because of it, it's a wonder anyone subscribes to it at all. You can't publish an honest paper unless you publish all of the facts, it's not the paper's job to be friends with everyone, it's to report the news, honestly and unbiased.
There may not have been any inclination to prosecute that officer for taking a bike from impound; but some of these more serious accusations I'm sure are still being looked into.

There is evidence that any Prosecutor could have taken to court, but the AG's office must be too busy or they don't believe there are bad cops in New Hampshire but in any event it's obvious they didn't contact the people with information and neither did the Sentinel.

The bike issue is one of them. The bike incident itself may be a small thing taken but a big thing as far as what taking the bike represents.

It represents dishonesty, lack of integrity, no morals, a sense of this officer being above the law, and more important than anything it sends a very bad message to the public, especially when the AG's office condones it, because they don't say it didn't happen. Do they?

The message sent to our children, young adults and even those older is that it is OK when police officers break the law.

Not only is it OK, they also don't have to risk getting punished for their acts. That's the message in a nutshell.

I hope the FBI is the next stop and I hope they want to hear what our state won't.

It would seem that instead of heading up to Wal-Mart and picking one up for less than $100., the chief of police, the AG's office and the Keene Sentinel don't care if you drop in to police impound later today and take your pick. Don't bother offering a donation for it either, it isn't necessary, they're free.

I emailed Phil Bantz and told him a story he reported in July, concerning the Winchester Police Dept, and how when Tim Merrifield was shooting a gun in the air while intoxicated was reported incorrectly and that the information about Merrifield being in jail was false. The people never did get the REAL & CORRECTED version of that story.

So NOT only DO they (THE KEENE SENTINEL & WINCHESTER POLICE DEPT.)NOT know how to report the news, even when you tell them they reported it wrong and tell them how to prove it, they still report it wrong.

I've always looked at the Sentinel and it's reporters as competing with a gossip paper with no substance. I don't subscribe to it and I don't read it, but when I heard about this, I felt obligated to tell them so the people in town KNOW they are NOT necessarily safe with the Winchester Police Department. They have bad cops making bad decisions.

Timothy Merrifield never went to the county jail as reported in the article, All in a local police day ........... July, 31, 2009. He was left in Winchester after shooting a rifle in the air. There are major problems coming out of Winchester and reporting misinformation is one of them. The facts need to be reported so the people in our town really know what is going on.

Please understand that Winchester police said Merrifield was taken into protective custody that night. And without knowing who you are, we cannot begin to print a correction. Also, we have been unsuccessful in trying to contact Merrifield, therefore we had to rely on the police for information on the incident. Just call the jail in Westmoreland they can verify he wasn't there.

Have you been able to verify this information. Don't take this the wrong way but we don't get paid to do research unlike the investigative reporters at the Keene Sentinel but we didn't have too much trouble confirming that Merrifield was not at the location he was reported to be at.

So there you have it, unless you tell them who you are, when it comes to the police they will NOT report the news without bias and without truth.

Phil Bantz says he tried to call Merrifield and all he had to do is call the jail, they do keep records of who is in and out or has never been to the jail.

It is intimidation and abuse of power when someone is required to prove who they are in order to report the truth.

Proof the police department in Winchester owns the Keene Sentinel and Proof they will never report the news the way it really happened.

Interesting article - you gotta love the 2nd to last paragraph where Phillips says he didn't break any laws and he isn't under investigation.

In the comments section you can see that several people have written comments about the Town of Winchester.

The town has broken new ground by spreading the word that the town and police department have some problems and the word is outside of Cheshire County.

The Keene Sentinel editor has always supported the likes (and actions) of John Stetser, Gus Ruth, Gary Phillips, and assorted cronies, despite receiving documentation of significant wrongdoing. The paper even goes out of its way to print lies in the form of "so-and-so said," then let them stand as though they were facts when attacking the honest reformers in town. Numerous halfway-decent young reporters have moved on to greener pastures after finding out that their articles would be butchered and slanted by the editor.

This blog contacted Ms.Palermo in regards to her articles about the police dept. investigation and on her story about the tax situation where in both articles she mention comments on this blog. We provided information in regards to what we felt were errors in both articles and received the following response;

If you feel that there were errors or perhaps, untruths in Ms. Palermo's articles and wish to be heard, we'd suggest a call to her editor could be helpful and give you an opportunity to voice your concerns and ask for a correction.
We believe the paper should print the whole truth and both sides to these issues in order to be fair to everyone and their readers.

Hey Chief Phillps according to the log of July 24th that you filled out you writes you went to Keene from Winchester in 12 miles.

I want the car you drive, it must be saving us taxpayers a fortune in gas.

How can you be so sloppy filling out your log?

Don't you think that we can't see that you are just trying to coverup that you don't do anything all day.

You have to make stuff up just to make it look good.

That's why you keep get caught telling the lies. You never tell the truth.

So what did you really do that day? Keene is more than a 12 mile round trip.

Maybe you were off meeting a woman like you used to do in Jaffrey on our dime this time and not their's?

I guess what is on this blog is more fact than fiction.

At least these people can support their facts and they say you lie, I agree.

From the latest smoke & mirror meeting of the BOS who want everyone to believe that the police details make the town money & help to reduce our taxes:

Any money reimbursed by ‘police details’ comes from police outside activities fund, which correlates to the wages earned & some of this money pays for police retirement and Medicare. Selectman Berthiaume on behalf of his constituents, is concerned with the excessive amounts of detail work to bump up retirement, which costs the Town money. Sharon makes clear that the Town does not pay a higher rate for retirement because they purposefully bill the companies extra (raise the fees) to offset the cost. Selectman Tedford adds the police outside activities fund has assisted in purchasing two cruisers. Amy & Bob, who review timesheets, comment that currently there is not an inordinate amount of detail time accrued for police officers.

Wave a wand & puff with a simple explanation & nothing to substantiate it the problem is gone?

So SOME of the money gets used to offset retirement & Medicare? What about the rest of the costs?

Facts:

We pay a higher hourly wage for details.
We pay 13.66% for Mandatory contribution to the retirement plan dollar for dollar that they are paid.
We pay 2.9% for mandatory Medicare dollar for dollar they are paid.
We pay 3%-4% for mandatory workers comp dollar for dollar they are paid..

We have to buy more vehicles, buy & repair more equipment, pay deductibles when cruisers get hit, buy more uniforms, shoes, $300.00 pairs of boots & the list goes on. Why? Because things break & wear out faster.

There’s wear & tear, gas & oil, tires & maintenance on the cruisers as they sit idling somewhere in a town that doesn’t allow their officers to pad their pockets at the expense of the taxpayers.

We need someone to track all this detail work, time sheets, billing, paper, postage etc., etc.

So the time cards were looked at & there wasn’t an inordinate amount of time charged to details. For what period of time? Nate Jette is doing a detail today on RT 12.

The money generated from these details is covered by the budget line?

How can that be when Phillips has only kept 6 full time employees employed even though he has been given a budget for 7 employees for the past 2 years?

If the police department was running at full capacity instead of the BOS letting the Chief deliberately screw around with the numbers of his budget to make him look good he’d look bad, instead. Protecting him are we?

Tedford is a deceptive & devious liar when he says that the details bought 2 new cruisers. We aren’t as stupid as this group of BOS think. Do you remember this conversation Tedford? We do.

Selectman Tedford responds that the police department has done well on their budget, but the department is short of some full-time staff. Selectman Tedford makes a motion to buy a new police cruiser by taking $12,000.00 from the operating budget with the remaining balance from the Outside Activities Fund (to keep it at $10,000.00), and to sell the 2001 Ford Crown Victoria.

You gave the police department $12,000 of taxpayer money. Stop twisting the truth.

We wouldn’t need new police cruisers as often if the ones we have didn’t get abused &used unnecessarily by the police dept.

How about a police department that has to stay in town & work here instead of always worrying about padding their pockets out of town? If these details were such money maker do you really think we’d be getting preferential treatment? Other towns know how much they cost & know they can’t get back what it costs & that’s why they don’t do them. It’s really that simple. It’s just not cost effective.

Main Street is a joke for instance. Where are the cops? No where to be seen, off doing details so we can pay for bigger pensions & bigger cars.

The taxpayers ARE subsidizing the POLICE DEPARTMENT so they can continue to pad their pockets at our expense.

The BOS has done nothing to rein in costs in this town.

The BOS, planning board, police dept, Bob Gray, highway and the other depts in town, up until now, have been used to presenting things in a way that they always look good to us taxpayers even though we know something might not be right.

Thanks for helping us sort through this stuff. It’s not so easy for them anymore when they get questioned on everything.

For too many years we haven't been able to get information, it's been hidden from us and you are uncovering what we always wondered about.

More of us appreciate what you do than you realize Informer.

This is the payback Phillips gets for undermining Chief Sheats when he was in Winchester. Phillips helped the selectmen get rid of Sheats in exchange for Phillips getting the Chief position for those who didn't know.

Now they all look like fools together.

What goes around comes around, is that how it goes?

Thanks for the breakdown on the outside details. That senario looks mush more realistic than the one Ken B got for an answer. None of he selectmern even asked how much do we charge or how much do we pay the officers? How can they just say oh OK that's good now I can tell my continuants that it doesn't cost them anything when they don't even know.

Maybe the selectmen and Bob Gray can explain how Gary Phillips went from the Winchester PD to Keene and back and did the other running around he did and only put 12 miles on his cruiser that day?

This is according to HIS daily patrol log of July 24th posted in this article so it’s not made up.

What are they going to say - it's a couple of disgruntled employees tampering with his police car’s mileage?

They can’t deny what we all see here on this blog. Well they can deny it, they have been but they look like foolish, foolish people running this town.

And then they wonder why people are questioning what they do? Or don’t do?
