Who pays whose pension?

Fosters Daily Democrat cites a new rule allowing the state retirement system to charge local governments up to &600,000. per worker at retirement

... The surcharge is based on cities and towns that allow workers to receive larger retirement benefits by end-loading their working years with unused sick/vacation time payouts as well as accumulated additional overtime pay. It's the income from the last few years of an employee's career that sets the basis for retirement system payouts.

Does this sound familiar folks?

The effort to recoup funds for the retirement system lies in the logic that these higher retiree benefits have not been funded properly over time, i.e. that the retirement system has not had the money to invest in anticipation of the higher benefits. It would be nice to believe this new provision would put an end to the problems with the state retirement system. It will not!

... Already, a lawsuit is underway challenging an earlier decision by the Legislature to shift more of the retirement system costs to cities and towns.

... The real answer to the problem was recognized years ago by private employers who closed down and bought out more traditional retirement programs. These programs, like the state system, made promises that in the long run were too expensive to keep.
The answer to the state retirement system crisis -- and it is a crisis -- is to move toward employee managed plans such as 401K and 403b retirement plans.

... These plans have become a financial necessity for businesses and now for the state retirement system. What's more, they are already used by the semi-public University System of New Hampshire.

... It only makes practical as well as financial sense that the state system head in the same direction.

I heard this guy has charges pending on him for threatening his wife. Is this the same guy who leads the Ashuelot Childrens fund? If so this is so wrong! Nevermind that he is the "leader" of the childrens fund, he shouldnt be a librarian either. So wrong on so many levels. People of Winchester and Ashuelot need to get pro active and get this guy out of our town, the sooner the better.

No charges pending. He pled guilty to four counts of criminal threatening in March. He is now on probation and ordered to take nine months of weekly anger management therapy. He is NOT allowed to consume alcohol or drugs.
His wife has full custody of the children (he has visitation rights only) and a restraining order against him. He is not allowed within 1,000 yards of his estranged wife.

Some of his neighbors may think he is a great guy, but one neighbor in particular who lives directly across from his house witnessed Ed Lake yelling and screaming at his wife and also her running out of the house with a bruised face crying. At least this neighbor can see through a fake individual!

GET YOUR FACTS STRAIGHT DONNA! The only reason Ed Lakes kids still go to Winchester school is because she choose to keep some normalacy with them. She was infact told that she could put them into the Swanzey school whenever she wanted. HE DOES NOT HAVE JOINT CUSTODY OF HIS KIDS.....I have seen the paperwork signed by the judge first hand. He should contact his lawyer so she can explain this to him. Here is a guy who also uses up his wifes medical and dental benifits but refuses to even pay half of it, yet he continues to use it. What a LOOSER! Hes your problem now :)

Not only hangs out at the ELMM center, i believe he has there total backing. One thing about free rent, it gives you plenty of tome to hang around. I wonder if the IRS knows about his sharpening business?

I am going to go get the court documents (which by the way are public) and post exactly the facts. This guy has chosen to plead guilty in June after his divorce hearing. He is afraid that the truth will hurt his case. This guy has NO case. Keep watching....court documents to be posted soon.

Excuse me people, I have a concern. I do not know this individual that you are blogging about but and I say BUT if he has bruised his wife and his children how can we allow him to work with children? In fact I don't give a damn if his aunt is well liked in town. It's not her that we are concerned about. It's time for all of us to say "pack up your trucks and when you have completed your therapy we will let you back in the game."

As a mandated reporter of child "crisis" some might call it abuse (I won't) I am very concerned that the powers that "be" in various organizations allow him to fuel the fire with his "poor me story." Perhaps we need to replace the people in power at the library and the ELMM center. Our children are more important than egos. Please note that if he has been required to attend some form of therapy someone saw threw his "gift of gab".

Please be advised that the judge has said that he needs therapy. Perhaps you ought to think about that. As he progresses through the therapy you may find that he is not the person you thought he was. Please take care of yourselves. You are adults; the children are not! Shame on the family for protecting him. They need help, too.

I don't care if this person is guilty or not, whether this is truth of not , doing this to ANY human being is disgusting, hateful and most of all I believe against the law. I am sure all who blog on this site have a few skeletons in their closets and I am sure would not like their dirty linen hung out for all to see!!! I know there are a lot of decent good people in this town that have experienced a painful divorce and done things they wished they could take back at the time. This should shut down this site once and for all. It is one thing to have an opinion but to do this to another human is disgraceful!!

Don't blame this blog for what is happening here, none of the staff has posted or commented one way or the other until now. That the person being spoken about was the one who started all of this nonsense in the first place. By coming here and promoting his new site and once again putting this blog down in the process, what did he expect?
No one forces you to come here and no one wants to listen to you whine when other people question why this person is allowed to be around children when he most definitely has issues. I do not know this person personally; nor would I think I'd want to either. I have no use for any man that puts his hands on a woman or child, no matter the reason.
As for anyone's comments being illegal or slanderous, if it's the truth it may be hurtful to post it; but it is not against the law to comment on or publish public information.
You seem to miss the point entirely altogether. People are not only upset that this person has treated his family badly and is being punished for it by a court of law; which really is no one's business but his own. However; he is still in a position where he comes in contact with many children and who's to say that some day, a week, a month, some time in the future, something happens; God forbid that he has a set back and raises his hands to someone else's child, then what? It's too late then. People in authority are not only putting other people's children at risk until this person has been deemed well and to the satisfaction of the court, but are contributing to the stress and strain he must be under while going not only through a divorce; but attending therapy also. If they truly care about the town's children and their friend, then they need to make that hard decision for both their sakes.
That they're not is what has some people up in arms., after all it is their children they are concerned about.

Lastly, you people who come here and keep harping on having this blog shut down because YOU don't like the topics we post or what we say here or how others comment on the subjects, I have two final comments for you ..
Leave. It's just like turning to a different channel on your TV when you don't like the story or the plot, go watch ( in this case read ) something else. No one is forcing you to come here, it's your choice.
Think. How would you feel if it was your child that got put in harms way because no one did anything?

That statement would be true.

Keep in mind that "innocent" people do NOT take plea bargains. A plea bargain is for the guilty who are terrified of a trial & the harsh judgements the judge will impose on them if they don't take the prosecutor's rosy deal! Only the naive would believe otherwise.

Someone who doesn't want the public to know, requests that the proceedings not come out until after their divorce hearings.

My goodness blog I am very concerned. I have just finished reading today's sentinel. On page 2 there is a "glowing article" about the new blog in town. Let me explain-I am glad there is another blog. However, I am very distressed that there was no mention of the anger mangement classes/sessions that this person has been required to take. It seems to me that that could be considered lack of integrity. Do we want this person minding the library or our children?

Yes, I know we all have skeltons in our closets. Those of us that do have stepped up to the plate and fixed them so we could continue to be contributing members of society. This person is very devious and I wonder how much damage he is doing to the children. Shame on him for appearing trustworthy when he has eliminated pertinent information. This lack of information seems to show me lack of responsibility or accountability.

Lets try to get some facts posted, but it seems the Informer chooses not to post factual comments.

The Thayer Library or no one involved with it is not "subsidized" as someone mentioned.
Even with the Library being open 2 days a week the over all managing of the Library, Building, programing and representing it to different boards and committes is close to a full time non-paying job.
Whom ever our Librarian is must also work outside the library because they are responsible for paying most the utilities, this includes the Library's electric, phone, internet, etc. and 1/2 the heat. as mentioned it is a non paying position and everone needs to feed and clothe their family and pay there own personal bills.
From what I understand the town of Winchester gives the library 2,000 dollars a year toward the Librarys part of the heat and that is the only town funding. so where does "subsidize" come up.

I know this was probably a wast of our time because some how when people try to post "real facts" they usually dont show up on this site.

Why does the town subsidize the heat at the Library, isn't their a trust fund set up for this and other expenditures? Why does the taxpayer have to pay for the Librarian's heat. And why doers it cost $2000.00 or more? I heat my home with oil and pay less than $1000.00 for the year.
Secondly this person as stated above spends less than 10 hours a week doing anything at the library, must be a very efficient an intelligent person to do all of the work you claim he does in under 10 hours. The shape of the building confirms that this individual does next to nothing; but spend his time elsewhere, mostly at the ELLM Center hanging out instead of performing his duties at the Library. There is much to do there; but our librarian doesn't do much, go figure.

These are the facts and your comments to bolster his conduct are very transparent and I seriously doubt you are a neighbor, most know the true person from all of the yelling they have endured over the years.

Not subsidized? Evidently your spelling and grammar skills are complemented by your mathematical prowess.
The library is a 3 bedroom dwelling. For purposes of comparison, the 3 bedroom house across from Rite Aid was recently advertised for rent at $1250/month which works out to $15,000 annually. The library is open from 1:00 to 6:00 on Mondays and Thursdays, a total of 10 hours per week. The library has no "programs" to manage, nor does it require representation at any other boards or committees. The previous poster would have us believe that routine maintenance and paying bills such as electric, phone and internet are unique to the library, when in fact those expenses and activities are a necessity for everyone and comparable no matter where you live. In any case, given the crushing volume of traffic the library sees, most of the work can be done during library hours.
So in the end, ignoring the fact that half of the heating bill is paid for, you have what amounts to $15,000 in benefit (free of income, payroll and property tax)in return for adjusting one's schedule so that they are at home 2 afternoons per week. If that is not a subsidy, I don't know what is.

If it costs so much to heat the building and this librarian only works two afternoons a week, would it not be a no brainer to shut the library down in the winter months, turn the heat down to 50 degrees and have this librarian find a more affordable place to live? Why spend so much money on heating and maintaining a building if it is only open a total of 10 hours a week. That doesn't make a worth of sense, just throwing money out the window. Unless of course there is something else going on here we don't know about.

The vote on expanded gaming in the house got the NO vote. MR. Butynski voted for it, against were Mr. Parkhurst and Mr. Carr. In my opinion anyone who voted against this had better have there own idea on a way to fund the state budget or they don't have to worry about my vote a the next election.

That "NO" vote will only send our NH (Winchester) dollars down to MA where expanded gambling is becoming a reality and to the continued money drain from NH to CT slots, etc. We sure could use the money here. It is going to be gambled no matter what, just a little less conveniently.

I was reading through the above posts the other day, and was curious about the newspaper article and website. I have since been fascinated to find that since the article, there has been only postings from the founder on the blog. Even my attempt at a "postive" post did not get posted.

Which makes me ponder, is there no good news in Winchester / Ashuelot? Or is the only "good news" the stuff that effects this individual and his family? Such as his fundraiser...

Not having met this individual, I began inquiring around town only to discover that this individual is liked by a small group of women. The rest say that he is pompous and likes to pontificate on his own virtues, while he character assissinates others.

Which implies that he is a good magician. Directing your attention one way, so that you don't see where he hid the rabbit.

For the sake of this town, I hope that he is taking his medication and attending his psychological appointments. Otherwise we will end up with our very own Paul Palleterri. An individual that is capable of murder and everyone convinced that because of his "good deeds" that he couldn't concievably be capable of such attrocities.

Which makes me scratch my head - why is he allowed to be around children? OK, at the library he isn't getting any patrons, but at the ELM he is with lots of children. In my opinion, he should be suspended until the medical profession deems him safe. When it comes to children's safety, it shouldn't be a case of innocent until proven guilty.

Good Morning Curiosity!
I raised the question a long time ago on this blog as to why this individual is allowed to continue to work with children. One can only assume that he has pulled the "wool over the eyes of the powers that be." Now, I will raise the following question-Should we change the "powers that be" in order to protect our children? I certainly do not want the ELMM center to be perceived as uncaring.
It would be nice to think that our children would have a positive influence.

To the anonymous poster at 7:am this morning, who continues his/her personal attack on Mrs. Gordon and blames her for every negative word said about this individual, let me assure you that your crap won't see the light of day on this site. There is no need for this type of behavior from an adult individual and as we have said before, we reserve the right to publish any and all content on this blog.

Secondly, background checks and records checks don't mean squat if not performed every year. Just because someone passed a background check ( many different types ) years ago, doesn't mean they are squeaky clean today. We have the court and police records of this individual being spoken about and let me assure you, he would NOT pass a background check today; nor should he be allowed to be in contact with juveniles without another adult present at all times. We could publish these records; but as they are public record any individual curious enough can get them for themselves from the Police Dept. and Superior Court.

Stop the nonsense, you are only making a bad situation worse with your denial of facts.

Lastly, the "powers that be", know this to be true; but rather than do what's right, they are looking out for one of their own. Heaven help them if this individual goes off the deep end and their actions result in someone getting hurt. The prudent thing would be to act on concerns raised by others; but as we have witnessed in the past, when it involves someone in that " inner circle" nothing gets done the way it should.

Speaking of entitlements, today is the first Wednesday of the mouth, and it must be the day that food stamps or debit cards or whatever there called now days come to the wont work, cant work, single moms and anyone else that's needs or appears to need help. I could not believe the young people, moms with there kids and boyfriends or husbands that apparently don't have to work, getting groceries. We are talking the best cuts of meat, shrimp, scallops, and packages of prepared food that most of us could never afford. If you don't believe in Socialism stay away from the stores on the first wed. of the mouth, its very depressing. With the government's, federal, state and local refusing to cut costs, lack of accountability with our public servants, and what I saw today in the stores we don't stand much of a chance. Oh by the way the jumbo shrimp and sea scallops were headed to Winchester.

My my, where to begin? Perhaps if unemployment rates weren't so high across the country and here in New Hampshire, people struggling to get by wouldn't have to apply for assistance. Perhaps if food and fuel and cost of living expenses were reasonable and in line with wages, people wouldn't have to have help to survive. Perhaps if the world was a perfect place, no one would have to rely on our government, the one "of the people" and "for the people" to receive a sustainable income for themselves and their child. But, as we all know, it isn't and some people need help. For you to single out people who are less fortunate than some of us and point fingers at them as if they are the one's responsible for everything under the sun is so despicable it is beyond words. How does it affect you what people buy and eat? You are truly a twisted and hateful individual and have way too much time on your hands. I would strongly suggest you hit a library and brush up on your spelling and grammar instead of worrying about what other people do.

Good Afternoon Blog,
I would like to comment on Wednesday shopping. Perhaps the person needs to go to work as a cashier in a grocery store. He/she would see that those with debit cards are purchasing cat food when they do not have a cat. Interesting isn't it when you can't even afford a can of tuna.

I do however have a question about payments. I happened to be at the post office this morning when Ms. Sharra arrived at the town office for work. It was 8:05. If she is on salary I do not have a problem but if she is on an hourly wage then her time card should reflect the loss of an hour. As a taxpayer I do want to make certain that employees are paid for the time that they work. Also, please understand that if an employee works overtime they should be paid for it.

I don't think the poster was talking about the laid off, cant work crowd. Its about the people that don't have to work because they stay with people{ girlfriends, single moms, friends} that get free or subsidized rents, debit cards,fuel assistance, etc. We all know people on total disability that work under the table. Most of us know a ton of abusers and something should be done about it. If you believe that socialism works than your are part of the problem.

She may have been late because she has to be at the Zoning Board meeting tonight to take the minutes. She says that she is required by the Selectman's office, to take the minutes for all Land Use committees. Instead of the volunteer secretaries taking the minutes, we PAY her to take the minutes.

Have you ever attended a meeting where Sharra takes the minutes and then read what she says went on? It's like two different meetings, the one that actually took place and the one she envisioned in her head. Her minutes do not reflect factual content, she slants things to make herself look good and leaves out pertinent information that would make people see the real Margaret Sharra at work.

That we pay someone to take minutes at meetings when secretaries have been elected makes no sense, unless some other agenda is being carried out.

Study after study have been done on four ten hour days. If you have employees that actually hustle it doesn't work, but with our crew who cares. If you cant get to work on time before, how in the devil do you think they can make it one hour earlier. Sorry about the rant, I forgot the selectmen don't care, besides it doesn't matter how many hours you are at work if your not working.

Love scallop, shrimp and lobster, etc. but it's been an extremely long time (years) since I've been able to justify buying any with my budget. Definitely not receiving any subsidies.

Have a number of times found it a real inconvenience to not have access to information, departments on a friday. What is this 4 day week saving us taxpayers?

I think the point is, with the young people buying the fancy food, they are not people who have worked most of there life and then had problems and needed help. they are people who have taken advantage of the system. The 4 day work week doesn't work, private companies don't use it, and the fact is our employees are in the service industry and have forgot about the service part. Did TD Bank go to 4 days, NO they went to 7, than give you an idea that we are going in the wrong direction.

On the original subject of the pensions: Take a good hard look at Greece. We'll now be helping to pay that mob so angry over new policies that they will have to wait until 55 to retire and have a 3-year freeze on pension increases.

$600,000 per employee at retirement would cripple this town.

What's the answer?

End double (triple, quadruple) dipping. i.e. government employees collecting social security based on their higher than average government earnings, inflated cushy pensions at early ages from at least one government branch, and even three or four separate pensions for some.

Go ahead, blame Wall Street for greed. The real greed lies with the unions and the government workers who PRODUCE NOTHING, are almost impossible to fire and are never held accountable for their mistakes and omissions.

Don't look for help from your rep Henry Parkhurst. Reports are that he is in on at least three if not four pensions (incl. SS).

Have you seen the revolt in Greece? They ran out of money and had to stop the support of the people abusing the system. Also in the news the good old USA has turned off the printing presses, no more money. BOS minutes of 4/28, Chairman Tedford states that the HWY Dept doesn't have a lot of projects scheduled for this year. So we give them $175 boots and a 4 day week. I would think by the end of summer all the roads in town would be totally brush free and maybe the sidewalks in Ashuelot cleaned off. Someone could run down and get that done while Sherm and the rest of the boys are having there morning coffee.

They don't do much work anyways, most of all the big stuff gets farmed out to other towns or private companies. Perhaps they can use the time to do maintenance on the equipment we have to keep buying for them every year and at lest scuff up those new boots doing something useful.

Expanded gambling is back on the table, its been downsized and could actually pass. If you are in favor of keeping NH money in NH, plus the out of state money as well as Canada, let your reps. know how you feel. Mass has plans for three casinos, NH has to move fast or we lose.Read all about it in the Union Leader, this is big money.

Expanded Gambling pasted the Senate last night, they say it will generate $80 million the first year. The house will probably vote it down with out a viable alternative. Dan and Henry, any ideas?

Not to worry folks. The taser probe was successfully removed from the victim's chest. The probe removal procedure was recorded for evidentiary and litigation purposes. Stay tuned for further information.
