RSA 471- C:13 Property Held in Police Department Property Rooms – Spells out the New Hampshire State Law Involving Property in the Police Department’s Possession and How They Can Legally Dispose of the Property. Specific Procedure for disposal of Bicycle’s is cited in this RSA.

6. The Winchester Police may auction off unclaimed property to the highest bidder, provided that all State Laws regulating said auction are complied with.
7. No officer shall keep lost, found, abandoned, evidentiary or confiscated property in his vehicle, desk, locker or home at any time, unless directed by the Chief of Police.
Neither of these allow for a Police Officer to have possession of property for any reason unless directed by the Chief of Police. So how it is that Nate Jette admits he has a bicycle from the Winchester Police Property room and nothing is done about it?
Does this not create a problem with judging his Integrity? Nate Jette openly and publicly admitted to taking a bicycle home for his one of his kids.
Nate Jette admitted to taking a bicycle during the first phase of the hiring process with New Ipswich.
Nate Jette also admitted to taking windshield wiper fluid and copy paper from the Winchester Police Department when he went to the second phase of the hiring process. He had forgotten to mention that the first time.
Nate Jette failed to get into the New Ipswich Police Department because he did not answer questions truthfully and was told that he had too many integrity issues for them to hire him.
Maybe NH Police Standards and Training should contact New Ipswich to investigate this.
But here you have it, another instance of integrity issues at the Winchester Police Department.
Hopefully Nate Jette will never have to investigate any serious crimes and hopefully he will never have to testify in court as his lack of integrity and inability to use proper judgment are all to obvious.

It's a known fact this cop has had serious intergrity and discipline issues over the years and was on verge of being fired.
When Chris Roberts got hired suddenly that all changed.
WHY?
Where are the selectmen with this? Sherm Tedford of all people should be asking for an investigation from an outside agency. He knows the law on police and property that lands at the police dept. Why are these thing continually being swept under the carpet by the ones in control of this town?
That's a simple question to answer,

It is a house of cards, when one falls they will all come tumbling down; therefore when one lies, they will all swear to it. what other reason for our select board to continue ignoring the facts and admitting there are real issues involved here that need answers, other than that they are all in it up to their collective ears.
Perhaps putting in call to the FBI to do an investigation into the doings of your police dept and select board because of all of the improprieties reported on this blog, would be the most advantageous thing for all of you to do. I'd say the more calls the better. There is strength in numbers and it lends more credibility to the complaint when many call complaining about the same issues, over and over again.
With what has been posted and what I have read your town is out of control, you have no leadership and your ability to rely on your police dept is seriously in doubt.
I'd make the call and contact every local newspaper I could to expose these issues. Good luck.
Multiple written complaint letters have been filed against Nate Jette from different people and this is beginning to look like a pattern of confrontational behavior towards certain members of the public.
These letters exist in several different departments in Cheshire County. Nate Jette works in two different police departments in Cheshire County. Richmond and Winchester and he has had a situation with a Fitzwilliam resident.
These incidents if they occurred point to integrity problems.
Nate Jette confronted Brian Jordan in public because of a rumor he heard,a rumor that hadn't even happened,and he did this while on duty and in uniform?
Simply, Nate Jette said to Brian I hear you are going to send my wife an anonymous letter. Why don’t you just come back to my house with me and you can tell her yourself.
Inviting him back to his house to discuss this with his wife and have her subjected to Brian Jordan telling her about his infidelities? Because that's what Nate Jette said to Brian Jordan.
What kind of man would do that let alone a police officer on duty?
More disturbing is Chief Wood doesn’t dispute a misunderstanding and in fact confirms the relevant issues contained in Brian’s letter – the invitation to come to the officers house for confrontation about a rumor that had not even happened.
What kind of paranoid and lawless worlds do some of these people live in?
Thankfully, at least Brian Jordan wasn’t intimidated by this abuse of power tactic and has the decency and moral aptitude to bring things like this to light.
Brian Jordan is a very credible person who does not have integrity issues and who can substantiate his claims unlike some of the other people we have and have not heard from.
This is just a rough idea of something we could try to do, what do you think?
With all the liabilities and expenses of allowing our taxed and paid for equiptment to go out of town on special details we need to do something.
Unneccessary wear and tear, having vehicles and equipment out of service and unnavailable, just doesn't make sense in this economy.
Petition for Ordinance:
1. All vehicles, equipment and other items owned, maintained or issued by the Town of Winchester to it's employees or departments for the benefit of the taxpayers and citizens of the Town of Winchester shall not be used for details or other activities outside the Town of Winchester.
2. This ordinance shall not prohibit employees or departments from using Town of Winchester vehicles and equipment to perform normal work functions or to answer calls for mutual aid or assistance in emergencies outside the Town of Winchester.
3. This ordinance shall not prohibit employees or departments from using Town of Winchester vehicles and equipment to participate in official training by certified instructors. At no time will the newest town owned vehicles be put out of service for training outside of the Town of Winchester.
4. Town of Winchester employees who perform outside details or activities other than approved training shall do so on their own time and at their own risk and expense.

This will be another example of Gary Phillips violating his own policy.
Dan Reppucci was fired because he disclosed information to a civilian. What did he disclose? Was it information pertaining to an ongoing investigation? No. Was it information pertaining to an internal investigation? No. Was it information of a highly sensitive and embarrassing nature? No. What Dan Reppucci did was to file a grievance letter to Gary Phillips outlining why he felt Chris Robert’s was not qualified to be Lieutenant and information allegedly was “leaked to a civilian”.
How interesting. Reppucci gets fired for “leaking” information to a civilian. Chris Roberts gets “caught” driving an uninspected police vehicle and submits a deceptive donation letter to the BOS duping them into accepting a conference table. Does he get fired or reprimanded? No. He get’s promoted. Jette admits to taking a bike, washer fluid and destroying evidence without telling a supervisor or documenting the destruction of that evidence, follows a female for several miles in his personal vehicle with his son in the passenger’s seat to her residence only to tell her she committed a traffic violation. Certainly if this woman’s driving was so egregious Jette would have obtained a warrant and arrested her especially since the violation happened in his presence in Richmond where has jurisdiction and powers of arrest. Does he get fired? No. He gets promoted to Master Patrolman and sent to several schools. Phillips violates his own off duty employment and worse yet he was aware of his officer’s performance and failed to take appropriate disciplinary measures towards Jette and Roberts. Does Phillips get reprimanded? No. He gets a new cruiser and a bonus for his officers.
I ask you folks, did Reppucci commit egregious infractions that equate to that of what Phillips, Roberts and Jette committed? No he did not. I also ask you folks, which officer’s actions warrant termination? If Reppucci was terminated for releasing information about three officers to a civilian why wasn’t Chief Phillips terminated for releasing internal investigation information to Brian Jordan who is also a civilian?
These issues are not based on speculation or a byproduct of small town gossip. It is information admitted to by officers and confirmed by written policy and various letters. This is clearly a double standard method of managing which is buying the silence and false loyalty of corrupt police officers.
Many larger cities have Citizen’s Review Board that oversees the practices of their government. Maybe Winchester should establish their own Citizen’s Review Committee to curtail its corruption and mismanagement from within.
Hey Chief Phillips...here is some advice you have "dished out" to Gene Park, and in the past to Dan Reppucci and Warren Breau but for some reason you chose to not practice and somehow cannot follow. Shut your mouth; watch what you say, and who you say it to. Do you really think and believe Brian Jordan is the sole person who is writing all these blogs? If you believe this, you are a not as smart as you try to lead people to believe. Stand up and admit your department's top three officers are the embarrassing talk of the county. You were able to fool the citizens of Jaffrey until a few smart people caught onto your game. And to save face you abruptly quit as Chief of Police, not as a Detective, not as a Sergeant, not as a Lieutenant and certainly not for greener pastures, but as a Chief of Police and without notice to boot. If you have nothing to hide, disclose any and all information as to why you really left Jaffrey. Oh, and by the way, when you asked the three Chiefs from Dublin, Peterborough and Fitzwilliam to sit on the Lieutenant Oral Board for Reppucci & Roberts, did you tell them about Roberts insulting remark to a local business manager and that he was the subject of an internal investigation? You can rest assured if they were privy to this information they would not have been part of your dog & pony show. Chief Phillips, a question posed to you... is it true you are using Hunter North Associates to follow Brian Jordan and others in an attempt to gain information? Think long and hard about this question before you quickly tell people is it nothing but (to quote what you said) "he said, she said" and a few disgruntled employees". Make no mistake about it Chief Phillips, people have seen Hunter North vehicles following Brian Jordan others around town. Chief Phillips, if it is information you want. Keep reading these blogs you may learn something.
