The following email was sent to us this morning and we were asked to publish it on this blog. We don't necessarily agree with the writer or some of his comments; but everyone is entitled to their opinion and we will under the right of free speech publish it.
LIAR, LIAR - PANTS ON FIRE: THE CONTINUING SAGA OF THE CORRUPT MARGARET SHARRA and the Planning Bd. of Winchester.
The following is UNCONTROVERTED:
the PB. Sharra herself brought forward a MOTION TO RECONSIDER before the PB on the Robert
Van Dyke matter without Van Dyke or his Atty (Ratigan) being present. (Oct l5, 2009)
2) At the March 21 PB meeting,Sharra Lied again when she said she DID NOT receive an E-mail
application formMichael Towne to be an alternate on the PB. (How can you miss an E-mail)
3) PB member Gordon made a motion to have the three losing PB members from the last election be
made alternates (staggered). The motion was seconded. Then Sharra objected because she wanted to
make a motion first. The motion by Gordon that was seconded was not acted upon; the Board improperly and illegally on the Sharra motion, therefore they acted illegally and must be thrown out.
4) Sharra LIED when she did not allegedly remember her motion one year ago when she put Ken Cole,
Will Dourdonis and Beaman on the Board. This writer talked with her yesterday afternoon - she remembered
it then.
5) Larry Hill and another person came into PB meeting with two signs, VOTE FOR BEAMAN. Hill and the other person were voted on the Board, upon Sharra's motion. The other person did not run for office but, who I was told, allegedly lives near Sharra but has been to no planning board meetings in the past

7) SHARRA HAS DEEP PSYCHOTIC PROBLEMS. She is totally incapable of running a down the middle meeting (Calm and you hear all sides). She only hears the Developer's side and is rude, obnoxious
to all opposition. She has a duty to help mitigate legal expenses and tell the truth. She has an inability
to be fair and unbalanced.
8) Last night after lying about Towne's application to be an alternate on the board, she took strong umbridge to his candidacy by saying ,
"Mr Towne has cost this town a lot of legal fees, WHEN IT IS MARGARET SHARRA that has cost the town $25,000 on Van Dyke matter for acting as Van Dyke's agent and requested the board overturn it's denial of his application and RECONSIDER their decision. She acted alone when she did this and her constant flouting of the rules and candor she be grounds for her immediate dismal; but we all know the BOS won't act. Birds of a feather as they say.
SHE SHOULD RESIGN FROM THE PB AND ESPECIALLY STOP TAKING THE MINUTES FOR THE PB.
HER MINUTES ARE SLANTED PROPOGANDA, FULL OF LIES, TOTALLY ONE SIDED
AND UNBALANCED BESIDES BEING A COMPLETE CONFLICT OF INTEREST.
I AM VERY DISTURBED BY WHAT TRANSPIRED LAST NIGHT, BEAMAN WAS ELECTED AS THE NEW CHAIR: BUT SHARRA ONCE AGAIN DICTATED WHAT WENT ON AND WHO GOT
PICKED TO BE ON THE BOARD AS SHE DID LAST YEAR. THIS TAKES THE LEGITIMACY AWAY FROM THIS BOARD AND ANY DECISIONS THEY WILL MAKE IN THE FUTURE.
I AM VERY DISAPPOINTED IN THE CONDUCT OF THE OTHER PLANNING BOARD MEMBERS IN NOT STANDING UP TO HER IMPROPER CONDUCT,

You have a Town Hall made up of a bunch of liars and incompetents and those that protect the liars and incompetents. The few who aren’t, won’t speak up. Is it right? Of course not. But to these people the only right is their wrong. Another “high profile” fight going on is with Gary Phillips, the Chief.
The facts in that fight are that Dan Reppucci had been reporting serious violations of policy and the laws to Phillips and others in Town. For months those reports went ignored. When Reppucci started documenting in writing these serious problems because Phillips was refusing to do anything about it, Phillips concocted a story to get rid of him. The story – he was insubordinate when he failed to “Obey” his order to cooperate and immediately answer questions in a Sheriff’s Dept. investigation. Phillips has repeatedly lied even under oath that this Sheriff’s investigation was an internal investigation. It wasn’t, it was a criminal investigation. There is a police report from the Sheriff’s Office that makes it so.
In fact, Sheriff Foote wrote a letter to Reppucci saying that the investigation they were conducting was a criminal investigation and that they never conducted any internal investigations at Winchester, let alone on Reppucci. As such, it being a criminal investigation, Reppucci had just as much right to speak with an attorney before answering questions as anyone did. And since he felt he was being targeted, he had a pretty darn good reason for wanting to.
So that blows Phillips story out of the water. Why the Deputy, Kelvin Macie has helped Phillips by lying with him and covering this up is a matter of speculation. Could be their friendship, could be he thought he too wouldn’t get caught? Who knows and it doesn’t really matter when liars rally the troops and other liars join in.
Foote’s letter tells is all and is all the proof needed. It’s pretty safe to say he isn’t going to cover for Phillips and change his story to accommodate the concoction Phillips came up with. Before Foote’s letter, Phillips could spin a tale around the investigation. He did and it caused a lot of damage, especially to Reppucci.
Unfortunately, Phillips has gotten away with lying under oath about this numerous times. Lying because he didn’t think he’d get caught. But now he has. He’s been caught testifying to the lie that the Sheriff’s Dept was there to conduct an internal investigation on Reppucci for the Town. The facts are, Phillips called the Sheriff’s Dept in to investigate a “Crime” he reported to them. Big difference. How come Phillips doesn’t know that?
How come we never knew about this? How come we were never told that Phillips is the one who reported a crime and to the Sheriff’s Dept no less? Which means there can’t be any misunderstanding on Phillips part can there be? It’s not as if he only had half the information. He had the whole pie.
Why the hush, hush big secret? Ask Trevor Croteau. He knows exactly why the Sheriff’s Dept was there and that it was to conduct a criminal investigation. In fact, he knows all about it because Phillips spoke to him before he spoke to Foote and he hand carried the documents himself. Maybe he even knows why Macie helped Phillips lie.
The problem in this Town is that a few people are making all the decisions and these people have no integrity and they truly believe they can keep everything covered up. They can’t. They have met their matches. They have met the opposite of what they are and what they stand for. If lawsuits, blogs and newspaper articles are the only way to get the message across, I say then so be it.
Its Winchester, the number one vote getter's don't seem to have the best interest of the majority as a top priority. It would seem, the majority of the town voters are employees, friends or family and most of the rest either have an agenda of there own or pay little or no property taxes. If there were a way to wake up the voters, things might be a little different.
From dysfunctional to an abomination we're all in a world of deep crappola now more than ever. Can you say multiple lawsuits for the next 3 years? How could they have chosen Beaman for the chair when he never attended any meetings all year as an alternate but one and that was to stand up and cheer for the asphalt plant? How is he going to say any decision he votes on isn't biased? And who is this other person Margaret hand picked to be an alternate? Did he run for anything? From what I was told that whole meeting was a sham and could lead to another lawsuit being filed. I don't agree with some of the comments here by John; but at least someone is speaking up and knows that this stuff isn't right.
