Private Club or Strip Bar ?

Word has it that store owner John Pasquarelli has approached the Winchester Planning Board with an application to open a "private club" to be located at 234 Keene Road, the site of his current convenience store. Mr. Pasquarelli has stated before the board that he plans to sell alcohol and seat up to 40-50 "closet musicians" and provide entertainment. He has also openly stated  that he plans on having "live" adult entertainment in the form of "strippers", perform at the club. We question not only the  wisdom of allowing something like this in Winchester; but the legality of the operation as a whole.

Police Chief, Gary Phillips wrote a letter to the Planning Board citing 19 instances where police have been called out to the store to break up private parties on the premises. This is in clear violation of a court ordered "PERMANENT STIPULATION", document #09-E-0134, signed by John & his wife, his attorney and attorney Jeremy Hockensmith for the Town;  which states " The respondents shall not establish a " private club ", association or similar mechanism to be located at 234 Keene Road, Winchester, NH without first obtaining all necessary approvals from the town of Winchester. This document was also signed by Town of Winchester representative, Gus Ruth, Chairman of the Board of Selectman on February 1st, 2010 and remains in effect today.

 John Pasquarelli came to reiterate that the Board of Selectman have no jurisdiction over private clubs.

First off, this type of "adult entertainment" is not allowed in Winchester; yet despite the facts, certain members of the Planning Board have looked the other way and have approved his incomplete application. In fact both Margaret Sharra and Chairman Dean Beaman don't feel this falls under the regulations of "adult entertainment" and have scheduled a public hearing  for January 16th @ 7:00pm at the Town hall.

We question why the Planning Board even accepted his application when it is clear by the court order that a majority of the Selectmen would have to sign off on this first and that this type of establishment is not allowed under current regulations. Is there something else ( as usual ) going on behind the scenes ?

I don't know about "behind the scenes" but you got to know he will never get final approval for something like this. Our boards just need to handle it the correct way so there is no frivolous law suit out of this deal. We have had enough of those already

Perhaps he plans on doing charitable fundraisers with Maggie Money Magnet as the entertainment. Bet all those dollars would stick like glue. No gee string needed!

Seriously, the selectmen, despite that document, have no authority with regard to approving business ventures. That is the sole bailiwick of the land use boards. The selectmen sign all official documents of this nature, simply because they are the legal representatives of "The Town".

What is wrong with resurrecting the Winchester House. I miss watching the cat fights in the parking lot. The drunks falling out into the street, OH! the fights the drugs! OH!Lord raise from the dead! Sherman you can have your old seat back over in the corner, Glory Be!

So much for Live free or die.I've been there 3 times and all it was,was a bunch of different musician's playing and people having a few brews .Can see a lawsuit headed to the court's on this.If your not a member or relative of the good ol boy's planning board in a small town you are pretty much doomed.Legally I really can't see how they can stop him from doing this.

Stop worrying. This is not going to happen there is a reason there is no strip clubs in NH.
I think it would be funny to let him spend his money and close the store and convert it just to be closed down by the state.

Our state motto refers to taxation not the right to do anything you damn well please. common courtesy and common sense should be rule of the day; but some people are just too stupid to realize what a nuisance they are to others.

As for not worrying, are you forgetting you are in Winchester, home of the liars and rule breakers and cover ups?

When the County Attorney's office states that the town of Winchester is 40% of their work load this year - which is up from previous years, why would the taxpayers want to burden this cost any more by adding a bar? If they received 12 calls in three years for a convience store, why would we want a bar instead?

What else is new, he's been a headache for many years and attempts to snow everyone he meets. He's a problem and should have been run out of town many years ago. If this board gives him the go ahead they should all be held responsible for what happens out there. No wonder the chief wants more officers, he's going to have to have 2-3 there very night.

If he's been losing money running a store, it's his own fault because of the people he allows to hang around there and his own reputation. How does he expect to make any money with just 25 members? This is a crock of doggie doo, he's planning more than just a private little music club and has been running his mouth about his secret plans to operate a gentleman's club with adult entertainment. Love how he tries to build himself up with his lies to that reporter.She needs to talk to some of us who really know what's going on out there.

If you know what the truth is, show up at the hearing and produce your proof of what you say is the real truth. Otherwise shut up with your rumors.
